Dear President Tran Duc Luong:
Please be informed that our law firm is willing to represent and defend Le Chi
Quang, Nguyen Khac Toan and Pham Hong Son in their upcoming trials.
Le Chi Quang was detained on February 21, 2002 for publishing on the internet
essays criticizing the bilateral negotiations between China and Vietnam. Pham
Hong Son was detained in late March, 2002 for publishing an online article about
democracy. Nguyen Khac Toan was arrested on January 8, 2002 for reporting the
writings of democracy activists.
All the above people were arrested and persecuted for exercising their basic
human rights under Articles 53, 69, and 74 of the Constitution of the Socialist
Republic of Vietnam including but not limited to the right! to free speech,
right to a free press, and the right to receive information and also their
rights provided by the United Nations International Covenant on Civil and
Political Rights, to which Vietnam is a signatory. They have not violated any
laws in Vietnam, nor any international laws. They are innocent and we urge that
you immediately release them without any conditions.
We have been informed that Le Chi Quang's trial is set for October 28, 2002. We
would like to make arrangement with you to be present at the trial and defend
him. Furthermore, we urge you to make the trial public and guarantee the due
process rights of those prisoners of conscience.
